Job Summary 

Pacific Impact Zone is seeking an experienced  Program Manager  to lead the execution of strategic technology programs that accelerate innovation supporting national security missions. 

This role manages complex initiatives that bring together  government stakeholders, industry partners, technologists, and researchers  to develop, test, and operationalize emerging technologies. Programs may include technology prototyping, collaborative innovation environments, and research and development initiatives addressing critical mission challenges. 

The Program Manager will oversee  program strategy, execution, stakeholder coordination, and operational delivery  while ensuring programs meet performance objectives, timelines, and mission outcomes. 

This role requires a  highly organized leader who thrives in complex environments , can translate strategic vision into operational execution, and can coordinate across diverse stakeholders in government, industry, and academia. 

Salary: $130,000-$140,000 annual. Exempt

Key Responsibilities 

Program Leadership 

  • Lead the planning, execution, and operational management of multiple complex technology programs. 
  • Translate strategic objectives into actionable program plans, milestones, and measurable outcomes. 
  • Manage cross-functional teams, subcontractors, and external partners to deliver program objectives. 
  • Oversee program schedules, resource allocation, and risk mitigation strategies. 

 

Technology Development & Innovation Programs 

  • Manage programs supporting research, development, testing, and evaluation (RDT&E) of emerging technologies. 
  • Coordinate activities between technologists, end users, and government stakeholders to ensure solutions align with mission needs. 
  • Support development of technology demonstration environments and collaborative innovation initiatives. 
  • Facilitate evaluation and transition pathways for emerging technologies.

Stakeholder & Ecosystem Engagement 

  • Serve as a central coordination point between Pacific Impact Zone leadership, government partners, industry participants, and technical teams. 
  • Organize workshops, demonstrations, and collaborative engagements between technology developers and operational stakeholders. 
  • Foster strong relationships with participants across the innovation ecosystem. 

 

Program Operations & Delivery 

  • Develop and manage program schedules, budgets, and deliverables. 
  • Track program progress and ensure alignment with contractual or organizational objectives. 
  • Prepare program reports, leadership briefings, and stakeholder updates. 
  • Manage subcontractor coordination and operational logistics as required. 

 

Continuous Program Improvement 

  • Collect feedback from program participants and stakeholders to improve program design and effectiveness. 
  • Identify opportunities to scale successful initiatives and improve program frameworks. 
  • Support development of repeatable operational models for innovation programs.

  • Strategic thinking combined with strong execution capabilities 

Required Qualifications 

  • Bachelor’s degree in engineering, Science, Business, Public Administration, or related field 
  • 6+ years of program or project management experience  
  • Demonstrated experience managing complex programs involving multiple stakeholders 
  • Strong organizational and operational leadership capabilities 
  • Ability to manage multiple concurrent initiatives in a dynamic environment 
  • Excellent written and verbal communication skills 
  • Proven ability to translate strategic objectives into executable plans 

Preferred Qualifications 

  • Experience supporting  Department of Defense (DoD) or federal government programs  
  • Experience in  technology development, research and development, or innovation ecosystems  
  • Experience coordinating technology demonstrations, pilot programs, or prototype development 
  • PMP, CAPM, or similar program management certification 
  • Experience managing subcontractors or multi-partner collaborations 
  • Familiarity with emerging technology sectors such as  biotechnology, advanced manufacturing, AR/VR, or defense technologies  

Location: 

Based in Honolulu Hawaii – on-site, must be able to reliably commute to 96813.
